The Authority proposes to tender for the provision of Self Enabling Homecare and Community Support Services within Hulls extra care housing hubs, by drawing from providers from the Citywide Homecare and Community Support Services framework. Only providers contracted to the Citywide Homecare and Community Support Services framework will be considered for the Extra Care Services.
The contract will be broken down into 4 lots:
Lot 1: Hall Road. ( Harrison Park. Minimum of 65 two bedroom apartments working with Riverside Group).
Lot 2:Hawthorn Avenue. ( Cecil Gardens. Minimum of 65 two bedroom apartments working with Riverside Group).
Lot 3. Leads Road. ( Redwood Glades. Minimum of 60 two bedroom and 96 one bedroom apartments for rent working with Riverside Group ).
Lot 4. Grove House. ( 41 flats working with Anchor Trust ).
Tenderers can bid for one or more of the lots.
The contract duration will run in line with the current Citywide Homecare and Community Support Services framework. It is anticipated that the contract/s will be awarded in July 2016. The contract will expire 10 April 2020. Service commencement will be 4 weeks prior to the start dates for each lot.
Service providers must be experienced in Homecare delivery. The service will run 365 days a year.
Extra care in Hull is focused on enabling people to retain choice, control and independence within extra care housing whilst having their care needs met.
In meeting the requirements of the Care Act 2014, customers choosing to take up a direct payment, personal individual budget, personal health budgets or a group of customers under a pooled budget, will have the right to select a care provider of their choice
As the provider within Extra Care you will work in positive partnership with the relevant agencies working in extra care and the lead landlord, in this case Riverside Housing Association (for lots 1 to 3) and Anchor Trust (for lot 4)
As the care provider your staff will be skilled in using the extra care ICT system provided by Tunstall/CM2000, responding day and night to people’s calls and in ensuring that people visiting the service are assured of your presence in matters of safety.
This is a fixed rate contract of:
Year 1, £13.05 per hour. Single carer call.
Year 1, £23.05 per hour. Two carer call.
Year 2, £13.65 per hour. Single carer call.
Year 2, £24.00 per hour. Two carer call.
Year 3, £14.20 per hour. Single carer call.
Year 3, £25.10 per hour. Two carer call.
Year 4, £14.75 per hour. Single carer call.
Year 4, £26.15 per hour. Two carer call.
No other rates will be considered.
The Authority reserves the right to review the fixed rate price each year in line with local and national inflations rates.
The award/evaluation criteria is 100% Quality.
It is the Authority’s understanding that TUPE will not apply to this contract. Should TUPE apply, suppliers should note that TUPE (Transfer of Undertakings (Protection of Employment) Regulations 2006) may apply. The responsibility for complying with these Regulations rests with the current and any future provider rather than Hull City Council and these providers are encouraged to seek their own independent advice on the implications of TUPE.
